Godrays does turn off but you need to turn it off via the settings each time you launch the game as it resets back to low, I think update 1.3.47 screwed the godrays setting up prior to 1.3.47 I could disable Godrays in the Fallout4 prefs .ini but now even that won't work and both pref .ini files are set to read only, even changed the .ini's for graphics presets.
