If you genuinely don't have a favorite and are only looking for the "most competitive" pair (by varying definitions of competitive), I would rate them as Bulbasaur > Squirtle > Charmander.

Squirtle: Squirtle is a starter, so his stats are not so great. When he evolves to Blastiose he gets much better.
